I believe we're waiting for a new python-pandas (python-pandas-0.19.1-2.el7.1) package to appear here:
http://buildlogs.centos.org/centos/7/cloud/x86_64/openstack-ocata/common/

The old broken one is python-pandas-0.17.0-2.el7.x86_64.rpm
