Bug Description
Even when undercloud_debug = true it looks like we don't configure swift to do any logging at all.
This is inconvenient when debugging swift related issues - I know swift logs can be very verbose, so we need to figure out a reasonable subset of logging that can be enabled to give us a clue when swift breaks.
