The undercloud-tokenflush validation passes with a commented-out entry

Bug Description

When the keystone crontab value contains `keystone-manage token_flush`, but it's commented out, the validation is still passing.

    Fixes undercloud-tokenflush validation

    undercloud-tokenflush validation was getting
    passed even with commented-out entry in crontab file.
    This patch ensures that validation will get fail
    with commeted-out entry.
