periodic HA master jobs with tempest time out

Bug Description

In the last three days tempest jobs on master timed out. The deployment alone takes two hours to complete, and there's not much time left for a complete tempest test.

Maybe it's better to increase the timeout for these jobs

So the timeout in openstack-infra is 180 minutes, https://github.com/openstack-infra/project-config/blob/master/jenkins/jobs/tripleo.yaml#L129-L136. Also we haven't seen any timeouts recently according to http://status-tripleoci.rhcloud.com/. So I'm marking this bug as Invalid for now and we should reopen it if it starts happening again.
