Undercloud upgrade fails on the yum update we run before undercloud is re installed

As discussed at bugzilla https://bugzilla.redhat.com/show_bug.cgi?id=1372040 and also in [1]
the undercloud upgrade fails because of a problem restarting services after the yum update [2] we currently run before instack-install-undercloud.

The BZ above refers to the openstack-nova-compute service but I have had reports of openstack-heat-api facing similar issues (matbu will update here momentarily).

There is an existing spec @ [1] which proposes that the package update and stopping of services is handled by instack-undercloud however there has been some pushback in the proposed reviews so that may slip to ocata. I am filing this bug to propose the addition of a "sudo systemctl stop 'openstack-*'" as a workaround for now.

just discussed this on weekly irc meeting... slagle and emilien reminded me we landed a docs fixup at http://tripleo.org/installation/installation.html#updating-undercloud-components which tells the operator to manually stop the openstack and neutron services before undercloud upgrade.
