Bug Description

Trying to deploy TripleO with latest Mitaka, Neutron fails to sync the db:

It sounds like a packaging issue, that we fixed in Ocata and newton but not in Mitaka:

We'll try reverting the pin to 3.2.0 in RDO Mitaka, according to networking-cisco developers, 4.0.0 is supposed to work with both Mitaka and Newton.
