[RFE] add snapshotting functionality

Bug Description
So when testing upgrades we use the following workflow:
1. Deploy mitaka against a host
2. Upgrade the undercloud via some scripts
3. Upgrade the overcloud
4. Rinse and repeat
It would be grand if we could somehow snapshot all the vms after step1 and with some special parameter to quickstart simply revert to the previous snapshots instead of doing the full deploy again. This would shave off a lot of time when we test upgrades.
