Swift failing to deploy in ipv6

Bug Description

Error: Parameter name failed on Ring_object_device[fd00:fd00:fd00:4000::16:6000/d1]: Validate method failed for class name: the scheme http does not accept registry part: fd00:fd00:fd00:4000::16:6000 (or bad hostname?) at /etc/puppet/modules/tripleo/manifests/profile/base/swift/add_devices.pp:47

It looks like we had a similar bug in the past (https://bugs.launchpad.net/bugs/1534135) which was fixed by bracketing the address. That got lost in the move to composable services. I believe I have a fix, which I'm testing locally.
