(UI) Getting both error and success messages for the same action

Bug Description

I'm currently experiencing an issue where uploads to Swift don't work, so the plan creation fails. However, in addition to the error message telling me that the plan creation failed, I also get a message that the plan was successfully created (it wasn't) - see screenshot.

Steps to reproduce:
1. Bring Swift down, maybe?
2. Create a new plan, select tarball
3. Wait. The error message eventually pops up, followed by the success message which causes the plan creation window to disappear.

I'm not sure if this is a duplicate of/related to https://bugs.launchpad.net/tripleo-ui/+bug/1617920 .

Use Zaqar messages on plan creation (not polling)

This patch removes the execution polling when a plan was created with a
tarball.
