Bug Description
The folder-upload/plan update functionality is moved to the Swift/Mistral backend in this patch:

This patch does not contain a port of the file list in the plan update modal, so currently only the new, to-be-uploaded files are shown in the list.
In order to also show the existing plan files, the list of files needs to be retrieved from Swift.
