Add the stack status to `openstack overcloud plan list`

At the moment the command just displays the name of the plans - this is useful but it means the user needs to go and look for more information. We could pull other details into this.

1. The Heat stack status. CREATE_COMPLETE etc. None if it doesn't exist.
2. It might be worth displaying something about the status of the mistral env and/or swift container - have any params been set? are there any files in the container?

We are going toward a "one plan can be associated with multiple stacks" design, which should be kept in mind when looking into this.
