Bug Description

gnocchiclient doesn't have traditional stable branches, apparently because the intent is that the client stays compatible across multiple releases. Unfortunately, a change to use osc-lib just merged to master, and because that library doesn't exist in Mitaka it has broken our CI jobs: http://logs.openstack.org/62/348862/5/check-tripleo/gate-tripleo-ci-centos-7-ovb-ha-mitaka/c0bebf4/logs/undercloud/var/log/undercloud_install.txt.gz#_2016-08-05_17_00_36_000

It sounds like we're going to change our Mitaka package to point at the 2.2 branch of gnocchiclient to avoid this, but until that happens Mitaka CI is going to be blocked.

For reference, the breaking patch: https://github.com/openstack/python-gnocchiclient/commit/36af0d94f98ec7f4ade790ba7382a76b3ac1f70f

I submitted a patch to rdo to restrict mitaka repos to source branch:

https://review.rdoproject.org/r/#/c/1809/

so mitaka should build from 2.2 now instead of master.
