keystone endpoints/users configuration failure still results in successful deployment

Bug Description

In TripleO, the current method of configuring endpoints/users is done via tripleoclient post heat stack create. This logic is going to move to THT, but in the meantime there is a glaring issue that results in false-positive deployment. If the keystone configuration fails (due to public vip being unaccessible for example) then the openstack overcloud deploy command still returns 0. This should be fixed to throw an exception if keystone config fails.
