Documentation for using preselected IPs required

This bug is related to the bug in this external tracker:

The documentation for setting specific IPs for overcloud nodes or for VIPs is lacking, and should be improved. We need additional examples in the THT/environments directory, and additional documentation in the TripleO documentation.
