Mitaka uc fails with: Table 'neutron.ml2_vlan_allocations' doesn't exist

All of the Mitaka jobs seem to be failing undercloud installation due to this error in neutron-server. Okay, this is probably a dupe of https://bugs.launchpad.net/tripleo/+bug/1600281 although the failure is different in the more recent jobs for some reason.

I was going to mark this as duplicate, but then realized that would hide it from the search listings. Since this one better matches the current CI failures I think there's value in leaving it open.
