Bug Description

It needs investigation but upgrade job on stable/mitaka is currently broken:

Error: /Stage[main]/Ceilometer::Api/Service[ceilometer-api]: Could not evaluate: Cannot allocate memory - fork

And it affects a lot of OpenStack services.

fwiw I was hitting this deploying mitaka because we were using 4096MB for the default env in instack - bumped to 5 at https://review.openstack.org/#/c/329874/ (https://bugs.launchpad.net/tripleo/+bug/1563750 )
