Bug Description
We're hitting this bug in TripleO CI with limited resources.
When Glance API tries to download overcloud image from Swift (the images takes ~ 3GB), all the image goes in RAM first but the client fails to download it because swift proxy server produces OOM and crash. Glance API fails to download overcloud image and fails to deploy all overcloud nodes.
