heat stack-delete CI failures: Router interface cannot be deleted

Bug Description

Seeing several of these this morning where the CI run completes successfully but the final heat stack-delete in the CI run fails:

Resource DELETE failed: Conflict: resources.router_interface: Router interface for subnet 24579c22-3987-4372-8c38-a8810b338eaf on router dee98ddf-36ba-4b1a-b350-2d23d9212824 cannot be deleted, as it is required by one or more floating IPs.
