During undercloud installation mistral puppet manifests do not recreate its database

Bug Description

I had to wipe my mariadb data as nova came into non-recoverable state (another bug). After rerunning `openstack undercloud install` mistral could not be configured by puppet, as it tried to access non-existing tables. Running `mistral-db-manage --config-file blah-blah upgrade head` manually solved the issue for me.
