Git checkouts of puppet modules are overwritten by packaged versions

Bug Description

When trying to test an in-progress change to puppet-ironic by following the instructions at http://tripleo.org/advanced_deployment/in_progress_review.html, I ran into the following problems:

 - Unless I set the environment variable DIB_INSTALLTYPE_puppet_modules=source, my patch was checked out but then overwritten by a packaged version of puppet-ironic.
 - If I did set that environment variable, I got bleeding-edge versions of every puppet module, causing subsequent failures.

Eventually I was able to successfully deploy my patch by specifying commits for *every* OpenStack puppet module: http://paste.openstack.org/show/498617/

I can see two possible cases:

1) This is the intended behavior. In that case, an instruction to set DIB_INSTALLTYPE_puppet_modules should be added to http://tripleo.org/advanced_deployment/in_progress_review.html.
2) This is not the intended behavior. In that case, the in-progress patch shouldn't be overwritten after checkout.

This bug is > 365 days without activity. We are unsetting assignee and milestone and setting status to Incomplete in order to allow its expiry in 60 days.
