Fix instackenv.json to more closely match Ironic

This is coming from the perspective of TripleO UI.

It would be nice if the instackenv.json used the same attribute names that correspond to the selected driver because now, we need to keep mapping of the attributes for each specific ironic driver in the UI which is not very desirable. e.g. if in instackenv.json pm_type='pxe_ssh' the pm_user maps to driver_info.ssh_user in Ironic. It would be better if instackenv.json respected the attribute names based on used driver. Then we could support all possible drivers in the GUI without hardcoding any of this mapping for each driver. For the manual registration, I'd just ask ironic for list of available drivers, and a list of attributes for that driver.
