The list of enabled Sahara plugins should be written to the generated deployer-input file

The list of enabled Sahara plugins, configured through hiera data apparently initialized by heat, if I've got the picture correctly, should be used to populate the section

[data-processing-feature-enabled]
plugins = ...

in the generated deployer-input file used to configure Tempest.

It depends on the general "write the real tempest configuration into the deployer-input file" issue. If I can get some help on a direction which is going to be stable, I can.
