stable/liberty blocked by Heat notification change

Bug Description

It looks like a puppet change to expose the notification_driver as a top-level parameter got backported to the stable puppet module, and this is now breaking our stable jobs because of:

Error: Duplicate declaration: Heat_config[DEFAULT/notification_driver] is already declared

Just need a patch to switch to using the top-level parameter.

    Use puppet parameter for Heat notifications

    When the original change merged, the puppet module change to expose
    the notification_driver as a top-level param had not been backported.
    It looks like it now has, so this is breaking all of our stable
    deployments because the config option is being set twice.
