[liberty]tripleo-heat-templates: can not launch an instance on overcloud

We do not do any validation in CI that the deployed cloud actually functions in even a basic way. This allowed changes to land on the stable/liberty branch of tripleo-heat-templates that cause instances to fail to launch on the deployed overcloud.

I have been able to narrow it down to something after this commit (which is unfortunately alot):

I am testing a revert of this commit, since the issue seems to be nova not being able to get a neutron port:
