[tripleoclient] should ignore validation of tunneling params if tunneling is disabled

Bug Description
When tunneling is disabled, the client should not throw an error if the tunnel types and network tunnel either do not match, or not specified.

Do not throw an error on validation when tunneling is disabled
When neutron tunneling is disabled, allow the passing of neutron network type
without the need for neutron tunnel types.
