Bug Description
Did a ceilometer meter-list on a working instack cloud and I expected to see some meters with the SNMP data (like we had for the previous seed/underclouds). It looks like Ceilometer isn't configured to handle this type of data. Furthermore, the instack machine is itself configured as an snmpd client... which also seems incorrect.
