[CI down] Scheduler driver is wrong due to puppet-nova bug

CI is down, nova-scheduler breaks with message:

2015-07-09 15:44:17.339 10593 ERROR oslo_messaging.rpc.dispatcher AttributeError: 'HostManager' object has no attribute 'select_destinations'

The scheduler_driver option in puppet-nova has a wrong default value.

    Fix default for scheduler_driver

    The default value was incorrect, breaking nova-scheduler
    configuration and resulting in an error message:

    AttributeError: 'HostManager' object has no attribute 'select_destinations'

    FilterScheduler should be the default.

Changing to fix-released in TripleO -- it was a CI problem only which is now fixed by having the patch in puppet-nova (we take the puppet modules from master branch).
