Bug Description

Tripleo bash element based ci tests failing since 2015-06-27 1300 APPROX

ControlVirtualIP resource failing with
BadRequest: resources.ControlVirtualIP: Unrecognized attribute(s) 'port_security_enabled'

Based on the timing and the error message it looks likely this patch is the cause
