debian build broken

Bug Description

I have tried a build of debian out of the latest checkout from git repository (master branch)

https://github.com/openstack/diskimage-builder

I had to modify

elements/debian/element-deps

to

debian-minimal
simple-init
dib-run-parts

so that the network setting would be successful (I was getting error ''Net device info failed' as net-tools was not installed) .
However, I am still seeing the following error when starting an instance:

'no authorized ssh keys fingerprints found for user debian.ci-info: no authorized ssh keys fingerprints found for user debian.ec2:'

It looks like my ssh key fails to be downloaded by cloud-init into the instance, so that I cannot login via public key.

Any thoughts?

I don't know much about the debian element, but doesn't simple-init replace cloud-init in images? If I'm not mistaken then it doesn't surprise me that the ssh key isn't being injected by cloud-init.

If I'm wrong, feel free to yell at me, but if not then I think that's the issue here.
