Bug Description

Seeing this error in all of our non-puppet overcloud CI jobs for the past few hours. It appears to be coming from the installation of the Nova deps, but I haven't investigated beyond that yet.

Seems to install fine in a clean venv locally, so I'm guessing this has something to do with our CI local pip mirror.

The bandersnatch instance for tripleo-ci had a full disk, I've freed up space which should be enough temporarily, we need to redploy it with more space (or add a 200G+ volume)
