tgtd startup failures on Fedora causing CI failures

Bug Description

Seeing a couple CI failures today with the following exception on the controller:

May 02 11:50:05 ov-j65o7amoneq-0-yjoujovoo2yz-controller-xtb4bkmstxh2 os-collect-config[830]: Error: Could not start Service[tgtd]: Execution of '/sbin/service tgtd start' returned 1: Redirecting to /bin/systemctl start tgtd.service
May 02 11:50:05 ov-j65o7amoneq-0-yjoujovoo2yz-controller-xtb4bkmstxh2 os-collect-config[830]: Job for tgtd.service failed. See "systemctl status tgtd.service" and "journalctl -xe" for details.

This bug was reported against an old version of TripleO, and may no longer be valid.

Since it was reported before the start of the liberty cycle (and our oldest stable
branch is stable/liberty), I'm marking this incomplete.

Please reopen this (change the status from incomplete) if the bug is still valid
on a current supported (stable/liberty, stable/mitaka or trunk) version of TripleO,
