Bug Description
On occasion the OC deployment will fail with one or more nodes in ERROR state; by investigating the logs on the seed, I am seeing the following in ironic-api log:
Node XY is ocked by host ubuntu, please retry after the current operation is completed.
and nova-compute logging:
Request returned failure status
Error contacting Ironic server for 'port.update'. Attempt 1 of 60
nova will make 60 attempts, all will fail
