Controller overcloud horizon doesn't allow login after deployment

Bug Description

Hi,

I cannot login to horizon after deploying my overcloud login. I had to change the following parameters in the file /etc/openstack-dashboard/local_settings to work:

ALLOWED_HOSTS = ['*']

from OPENSTACK_HOST = "127.0.0.1" to OPENSTACK_HOST = "192.0.2.64" # keystone listens on local ip not loopback

the bug here is that horizon image element does not use the local_settings.py from /etc

This bug was reported against an old version of TripleO, and may no longer be valid.

Since it was reported before the start of the liberty cycle (and our oldest stable
branch is stable/liberty), I'm marking this incomplete.

Please reopen this (change the status from incomplete) if the bug is still valid
on a current supported (stable/liberty, stable/mitaka or trunk) version of TripleO,
