Add domain roles for admin user

Bug Description

All the services are moving towards keystone v3 apis. V3 apis require domain scoped tokens for identity operations and domain scoped token will only work if you have domain role assigment As of now we only assign roles to users and project. We should start assigning roles to user and domain in order to use keystone v3 api

Since it was reported before the start of the liberty cycle (and our oldest stable
branch is stable/liberty), I'm marking this incomplete.

We have enough keystone v3 support now that I think this must have been done.
