cinder element should set glance_host and glance_port in config

Bug Description

cinder unfortunately does not query keystone to find the glance host address and listening port; we should update the element so that these are set in the config from the data in the template

    Ensure Cinder uses the VIP when contacting Glance

    Updates cinder.conf so that it will set glance_host and glance_port
    with data from heat template.
