when overcloud is deployed with CONTROLSCALE>1, references to the keystone auth url should be filled with the VIP address not the local controller ip

make keystone.host point to controller_ virtual_ ip
Previously keystone.host was pointing to the local controller_host
which would have caused all local services to become unavailable
if keystone was to go down.
