RabbitMQ cluster doesn't autoheal after a partition

Bug Description

The rmq-server element should support the 'ha_mode' setting with a default of pause_minority so that when the cluster partitions it can autoheal.

    Allow ha_mode to be set.

    This allows the cluster_partition_handling to be set for the rabbitmq.config. It will default to 'pause_minority'.
