Undercloud horizon resource tab returns an error due to missing ceilometer components

Bug Description

The undercloud horizon UI returns an error when you attempt to generate a usage report for any period, even though the option appears in the system panel.

https://review.openstack.org/#/c/86917/8 updated the undercloud tripleo script to optionally deploy ceilometer components when USE_UNDERCLOUD_UI argument is not 0. If USE_UNDERCLOUD_UI is set to 0 (or not defined), the ceilometer bits are not installed, but the endpoint is still registered, which produces the error.

    Fix Ceilometer undercloud endpoint registration when UI not specified

    When USE_UNDERCLOUD_UI setting is not defined the Ceilometer elements
    are not installed, however the endpoint is still registered which
    causes bad behavior in the Horizon UI. Let's make endpoint registration
    dependent on that setting as well.
