os-svc-enable should call update-rc.d if available

Bug Description

os-svc-enable does not call update-rc.d, so that means that services that make use of init scripts will not start on boot. This currently impacts MySQL in our builds -- reboot the seed, and then nova-*, heat-engine and neutron all start spinning and using all of the CPU they can because they can't connect to MySQL.
