Bug Description

Change https://review.openstack.org/#/c/90983/ removes the heat command argument that sets the Ceilometer service password, which effectively prevents Ceilometer from deploying as part of the Overcloud controle node.

    Fix missing Ceilometer password in overcloud deployment

    Updates to overcloud deploy script inadvertently left out Ceilometer password. Adding back in.
