400 response code when fetching get-pip.py

I've been seeing this a lot in F20 CI runs today for some reason. When we're trying to cache get-pip.py from github it fails with:

Server returned an unexpected response code. [400]

There are an awful lot of failures in a row on http://goodsquishy.com/downloads/tripleo-jobs.html so this might be a bug that snuck in to Fedora's curl or something (just a guess based on the 400 code).

    Change URL to get-pip.py

    raw.github.com is redirecting to here and github all of a sudden has
    started rejecting the redirected request from curl on fedora.
