ntp element not working properly on overcloud

Bug Description

Adding ntp element to overcloudcontrol and overcloudcompute doesn't work as intended. In the case of overcloudcompute, the element runs but doesn't configure the server I've specified in the heat metadata with '-P "NtpServer=time.hptest.com"'. The overcloudcontrol node never completes heat run and can't be SSH'd to when the element is enabled.

In undercloud, I've enabled the element, added it to the heat template (https://review.openstack.org/#/c/85445/), and configured the server via heat metadata and it all works as advertised.

Hi - please get the os-collect-config log from the failing overcloud; this should show us the error.

Are there instructions for that since I'm unable to SSH to it?

Gerry Drudy and I were both able to make the element work in overcloud by using "NtpServer=${OVERCLOUD_NTP_SERVER}" in heat stack-create and specifying the server with an environment variable.
