default_ephemeral_format not set for seed and undercloud

nova.conf has:
{{#nova.default_ephemeral_format}}
default_ephemeral_format={{default_ephemeral_format}}
{{/nova.default_ephemeral_format}}

which results in nova.conf for seed and undercloud having:
default_ephemeral_format=

as the value is not read as it has no parent dict structure defined

    Read default_ephemeral_format from nova.conf

    Currently the default_ephemeral_format is coming through as
    blank as the existing reference has no parent dict, so is not
    being retrieved.
