Bug Description
I was attempting to create a baremetal install by running devtest, and just rerunning devtest_
When watching the system the overcloud instances were created, but assignment of hosts was failing. Analysis showed that the DHCP traffic coming from the iLO's on the physical network are not being seen by the virtual machine running on the host.
To resolve this the physical interface of the host was added to the open vswitch bridge and the address of the physical interface added to the bridge.
This should be a configuration option when running devtest, or documented in the devtest instructions.
