Limitation in undercloud heat template controller address

Bug Description

Due to https://bugs.launchpad.net/tripleo/+bug/1282594 it has been necessary to undo the the changes in https://review.openstack.org/#/c/72740/1 that allowed overriding the undercloud controller address. Not only does this make it impossible to configure the undercloud controller again, but it also results in a bunch of duplication in the heat templates that will probably be a maintenance problem at some point. We need to find a better way to handle this.

This was reported against an earlier version of tripleo and seems to have been addressed in instack_undercloud. While I'm marking as incomplete, if the problem is still relevant to instack_undercloud please re-open.
