devtest --existing-environment appears flaky

I've not been able to reproducibly get devtest to run more than once in a row with --existing-environment. This is without any code changes - just trying to relaunch it.

The problem appears to occur very early in the process: just after

... I'll try to supply a better long file after I get it to fail again.
