Bug Description
So, when bug 1280941 happened we still got green pass marks from the seed/under/over CI jobs. We don't use the neutron metadata agent in anything except the overcloud CI job, and for that we don't check the VM actually works.
We probably want to point tempest at the cloud at this point.
