undercloud VM not being registered with seed

Bug Description

Undercloud heat stack fails to deploy and devtest times out printing this:

I reproduced the issue multiple times when running locally and also check-tripleo-undercloud-precise Jenkins jobs fail because of this.

It seems that a workaround is to run Devtest as root - it succeeded for me that way.

undercloud-precise fails due to a wide range of missing parameters and so on; if you experienced it locally, its not the same thing. Did you get a nova-compute.log with errors in it ?

I will not do a retest now because i'm sick, but if i were hitting the bug you linked, i think it probably wouldn't get fixed by running devtest as root (which it did). I think this has to be some kind of permission issue.

Replicated again today. It seems that the undercloud VM is created in libvirt but it doesn't get registered as baremetal node in seed's nova. See logs:

And i also replicated the workaround now -- when run as root, Devtest finished fine. So it might be a permission issue indeed.

I think Dmitry's problem was unrelated to this and it's quite likely that it's already been fixed :)

Noting that I have not been seeing this as of ~6/9. Was seeing undercloud fail vs. timing out, however, have been consistently seeing the undercloud deploy for me on Ubuntu 12.04 with USE_IRONIC=0|1.
