seed changes hostname on shutdown/start, confusing neutron agents

On my dev box I shutdown my seed VM, and when it came back up I had this:

I had to manually delete those agents, and then things started working again.

Hi We faced same issue. This effects nova also.
When I reboot tripleO cluster, some host get long host name.For example, hostname was something 'host1' but it is 'host1.novalocal' now. This make the system mess. It is really wired thing but it isn't consistent. Some host has long host name and some is short.
