configure a control plane with two networks, deploy and public, have my_ip set to public, but the deploy network unable to route to the public_ip.

Yes, this makes sense to me, will fix it in ironic.

But one question, we can add the tftp_server into ironic config, but it should be used in dnsmasq config(maybe neutron or tripleo?) we need to sync this change.

    This is the fix for bug 1236623. Currently we used $my_ip as the
    tftp_server, but we do need a dedicated config option especially
    when the provisioning network and public network for nova are
    different.
